The mayor’s declaration followed an earlier committee resolution made in April this year, which has now been formally brought into the public domain.

Addressing councillors, city management, and members of the media, Mayor Chabuka applauded the two veteran councillors for their dedication and contribution to the development of the city since their election in September 2013.

“This is a well-deserved recognition of service, consistency, and leadership. Councillor Nyamhoka and Councillor Kalulu have shown commitment to the people of Mutare throughout the years, and we are proud to elevate them to the dignity of Aldermen,” said Mayor Chabuka.

According to council records, the two councillors have served for over ten years, a key requirement under Section 106 of the Urban Councils Act, which provides for the appointment of councillors to the dignity of Aldermen. Despite a temporary recall from December 2020 to March 2022, their cumulative service still exceeds the statutory threshold.

As Aldermen, Nyamhoka and Kalulu are entitled to retain the title and use the official crest and armorial bearings designated by the Council, even if they cease to be councillors in the future.

Speaking after the announcement, Councillor Nyamhoka described the honour as bittersweet.
“It’s a great achievement. I’m happy serving the residents for such a long time, it’s really an honour. Unfortunately, our ministry doesn’t appreciate the work; it’s just a title and privilege to the grave when we die,” he said.

Councillor Kalulu also expressed gratitude for the recognition.

“I am so grateful to have served the residents of Ward Four. It has been a humbling journey and an honour to represent the people,” he said.

Their elevation has been hailed by fellow councillors and city officials as a mark of honour for years of dedicated public service.

By Fanuel Chinowaita Mutare – June 10, 2025: Deputy Mayor Councillor John Nyamhoka and Councillor Edson Kalulu have officially been conferred with the prestigious title of Alderman in recognition of their long-standing service to the City of Mutare.
