{"id":245,"date":"2025-02-08T05:53:08","date_gmt":"2025-02-08T05:53:08","guid":{"rendered":"https:\/\/thewasupost.co.zw\/?p=245"},"modified":"2025-02-08T05:53:08","modified_gmt":"2025-02-08T05:53:08","slug":"letter-to-the-editor-delayed-social-welfare-cash-transfers-in-mutare-urban","status":"publish","type":"post","link":"https:\/\/thewasupost.co.zw\/index.php\/2025\/02\/08\/letter-to-the-editor-delayed-social-welfare-cash-transfers-in-mutare-urban\/","title":{"rendered":"Letter to the Editor: Delayed Social Welfare Cash Transfers in Mutare Urban"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><em>The Wasu Post<\/em><br>Mutare, Zimbabwe<br>8 February 2025<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dear Editor,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I write to express profound frustration and concern over the unfulfilled promises made by the Government of Zimbabwe through the Ministry of Public Service, Labour and Social Welfare.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Mutare Urban, vulnerable households were issued NetOne SIM cards last year with assurances that cash transfers under the Harmonised Social Cash Transfer (HSCT) programme would commence in November 2024 .<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Today, on 8 February 2025, <strong>not a single beneficiary has received the pledged funds<\/strong>, leaving thousands of families destitute and questioning the government\u2019s commitment to urban welfare.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This failure is particularly distressing given the dire circumstances. The 2024 Urban Livelihoods Assessment identified 1.7 million urban Zimbabweans as food-insecure, with Mutare residents among those relying on this lifeline . While rural areas have seen grain distributions under the Food Deficit Mitigation Strategy , urban populations\u2014promised ZiG or USD equivalents via mobile money\u2014remain abandoned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The disparity is glaring: rural households receive tangible aid, yet urban families, equally ravaged by El Ni\u00f1o-induced drought, are left to navigate empty markets with empty pockets .<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The situation echoes past systemic failures. During COVID-19, 120,000 NetOne cash-loaded SIM cards meant for vulnerable groups were never distributed, and Cyclone Idai relief efforts were marred by corruption and mismanagement .<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The recent theft of 53 social welfare SIM cards by a UZ student in 2021 further exposes flaws in accountability . Regrettably, Mutare\u2019s case suggests these issues persist, eroding public trust.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We urge the government to:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Immediately disburse overdue payments<\/strong> to Mutare\u2019s beneficiaries, as pledged under the HSCT .<\/li>\n\n\n\n<li><strong>Publicly clarify delays<\/strong> and provide a transparent timeline for urban aid.<\/li>\n\n\n\n<li><strong>Strengthen oversight<\/strong> to prevent fraud, ensuring aid reaches intended recipients.<\/li>\n\n\n\n<li><strong>Expand rural-urban parity<\/strong> by prioritizing equitable resource allocation.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Hunger cannot wait for bureaucracy.
