Singende<\/strong><\/em><\/figcaption><\/figure>\n\n\n\n<p><strong>Buhera, 16 April 2026<\/strong>\u2013 A multi-disciplinary Zimbabwe Republic Police (ZRP) outreach program was held at the Mugodhi Apostolic Faith Church shrine in Buhera under Chief Chisunge and Headman Gutu yesterday, bringing together the Victim Friendly Unit (VFU), Chaplaincy, and Anti-Stock Theft Unit to address rampant social ills and rural crime.<\/p>\n\n\n\n<p>Addressing a large gathering of white-robed congregants, Assistant Commissioner Dr. M. Singende, the National Coordinator of the Victim Friendly Unit, delivered a hard-hitting address on the spike in sexual violence and the erosion of child protection.<\/p>\n\n\n\n<p>&#8220;Children have rights which must be protected. A child has a right to a name, a surname, and a birth certificate,&#8221; Dr. Singende told the hushed crowd. &#8220;Teach children to love God and when they reach the age of marriage, let them marry or be married.&#8221;<\/p>\n\n\n\n<p>She unequivocally stated the law enforcement position on underage unions: &#8220;No to child marriage. I am happy that this church does not allow child marriage.&#8221;<\/p>\n\n\n\n<p>In a stark revelation regarding the nature of sexual predators in the area, Dr. Singende disclosed that the greatest threat to children comes from within the homestead. &#8220;Most rape cases are committed by relatives like fathers and uncles. Very few are raped by outsiders,&#8221; she stated. She cited a chilling recent case to underline the reality of the threat: &#8220;There is a case of a father who raped his daughter and they now have two children. Police in Harare was alerted and he was arrested.&#8221;<\/p>\n\n\n\n<p>Dr. Singende further broadened the scope of abuse, noting that male children are not spared. &#8220;Male children are also abused through sodomisation. Parents must communicate with their children on how they spent their day,&#8221; she urged.<\/p>\n\n\n\n<p>Shifting focus to domestic dynamics, the Assistant Commissioner addressed the rising trend of gender-based violence against men. &#8220;Nowadays women are abusing men. Women are beating their husbands,&#8221; she said. &#8220;Domestic violence must stop. If you fight, your children will also fight. If you beat up your wives, your sons will also beat their wives.&#8221;<\/p>\n\n\n\n<p>In one of the most disturbing statistics shared, Dr. Singende highlighted that age provides no sanctuary from sexual assault. &#8220;The issue of rape is not only done on young people but even very old people. There is an issue of a 102-year-old woman who was raped by a 19-year-old boy,&#8221; she revealed. &#8220;Grandmothers are not safe. Speaking on the escalating theft of cattle in the Dorowa area, Sergeant Mwoyosvii warned congregants of the severe legal consequences awaiting rustlers under the Stock Theft Act. &#8220;It is now nine years for one stock theft,&#8221; he reminded the villagers, emphasizing the mandatory minimum sentence.<\/p>\n\n\n\n<p>Sergeant Mwoyosvii further mandated improved livestock management. &#8220;You must have stock cards where you write down all cows you have,&#8221; he directed. He emphasized community policing for livestock, advising, &#8220;People must choose among themselves people who will safeguard cows during the night. Cows must not sleep outside.&#8221;<\/p>\n\n\n\n<p>The officer issued a stern prohibition on the nocturnal movement of cattle, regardless of documentation: &#8220;Cows must not travel during the night even if they are cleared by the police.&#8221; He insisted on physical verification of stock and urged villagers to formalize their cooperation with law enforcement. &#8220;Cows or stock must be cleared physically and not in the offices.
