MUTARE, 12 April 2026\u2013<\/strong> Mutare Mayor Simon Chabuka launched a blistering attack on senior city management during the 1335th Ordinary Full Council meeting on Friday, accusing officials of “incompetence” and failing to deliver essential services while councillors bear the brunt of public outrage from their own constituents.<\/p>\n\n\n\n

The mayor’s frustration boiled over during a heated exchange concerning the prolonged non-functionality of the City Council\u2019s Tar Plant boiler. When management failed to provide a satisfactory timeline for the equipment’s installation, Mayor Chabuka drew a sharp distinction between the political leadership and the administrative arm of the city.<\/p>\n\n\n\n

“We are the ones who are asked and are accused of incompetence by the people who voted for us into office, while you are in the offices failing to deliver,” Chabuka told the assembled management team.<\/p>\n\n\n\n

According to disclosures made during the council session, the boiler in question was purchased approximately four years ago. Acting Finance Director Ronald Guni confirmed to the council that payment for the boiler was processed around 2021. However, Engineer Mugwagwa informed the chamber that despite the full payment, the council remains at the mercy of the suppliers, stating they are “still waiting for it to be installed.”<\/p>\n\n\n\n

Mayor Chabuka deemed the delay unacceptable, emphasizing the operational paralysis it has caused for the city’s road rehabilitation efforts. “Four years is too much to install a boiler and have a proper Tar Plant,” Chabuka said.<\/p>\n\n\n\n

In a related rebuke of current road maintenance practices, the Mayor voiced strong opposition to the ongoing method of filling potholes on tarred roads with gravel. He warned that the approach was not only temporary but actively damaging to city infrastructure.<\/p>\n\n\n\n

“After putting gravel, rainy water will just wash it away and the debris will block the drainage system,” Chabuka stated, ordering a shift towards proper hot asphalt patching that requires a functioning tar plant.<\/p>\n\n\n\n

The Mayor further raised the stakes by referencing the recent visit of Vice President Constantino Chiwenga to Manicaland Province. Chabuka revealed that the Vice President expressed clear displeasure with the state of Mutare\u2019s roads during his tour. Chabuka urged council management to heed the concerns from the highest levels of government and “put more effort and maintain roads.”<\/p>\n\n\n\n
