Chafesuka <\/strong><\/em><\/figcaption><\/figure>\n\n\n\n<p><strong>MUTARE, 16 September 2025<\/strong> \u2013 The City of Mutare has applied for a <strong>USD2.8 million loan<\/strong> from the Ministry of Local Government, with plans to channel the funds towards critical infrastructure projects across water, sewer, roads, and community facilities.<\/p>\n\n\n\n<p>According to the <strong>2025 Half-Year Performance Report<\/strong> presented by Town Clerk <strong>K.B. Chafesuka<\/strong> yesterday at Mutare Hall, the loan application, approved by council last year, is now awaiting final approval from the Ministry of Finance.<\/p>\n\n\n\n<p>If granted, the money will be allocated as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>USD1,064,416<\/strong> \u2013 Reduction of Non-Revenue Water<\/li>\n\n\n\n<li><strong>USD247,792<\/strong> \u2013 Sewer rehabilitation<\/li>\n\n\n\n<li><strong>USD277,326<\/strong> \u2013 Road rehabilitation<\/li>\n\n\n\n<li><strong>USD225,000<\/strong> \u2013 Road construction plant<\/li>\n\n\n\n<li><strong>USD95,465<\/strong> \u2013 New market construction<\/li>\n\n\n\n<li><strong>USD150,000<\/strong> \u2013 Chikanga Sports Complex rehabilitation<\/li>\n\n\n\n<li><strong>USD140,000<\/strong> \u2013 Refuse compactor<\/li>\n\n\n\n<li><strong>USD100,000<\/strong> \u2013 Road equipment<\/li>\n\n\n\n<li><strong>USD500,000<\/strong> \u2013 Fuel service station construction<\/li>\n<\/ul>\n\n\n\n<p>Council argues the loan is necessary to address longstanding service delivery gaps, particularly in water and sanitation, road maintenance, and recreational facilities.<\/p>\n\n\n\n<p>\u201cThe loan will help us rehabilitate sewer lines, improve water efficiency, and support road works that have been chronically underfunded,\u201d Chafesuka said in the report.<\/p>\n\n\n\n<p>The construction of a fuel service station is also expected to generate revenue and reduce operational costs for the city.<\/p>\n\n\n\n<p>However, the proposal comes at a time when Mutare is still servicing a <strong>USD2.25 million loan<\/strong> used for projects such as Sakubva Stadium turf, road rehabilitation, and procurement of fire equipment. As of June 2025, <strong>USD244,585.94 remained outstanding<\/strong> on that loan.<\/p>\n\n\n\n<p>Critics have raised questions about whether the City can sustainably manage additional borrowing given its growing receivables, which reached <strong>ZWG587.8 million<\/strong> by June, largely due to non-payment by government departments and parastatals.<\/p>\n\n\n\n<p>Economist observers note that while the projects are critical, reliance on loans could further strain the City\u2019s finances if revenue collection does not improve.<\/p>\n\n\n\n<p>The loan application now rests with the Ministry of Finance, whose approval will determine whether the projects move forward this year.<\/p>\n\n\n\n<p>If approved, the injection of funds could accelerate service delivery improvements and help modernize Mutare\u2019s infrastructure.
