Manicaland ZANU-PF Leaders Mobilise Support for Constitutional Amendment Bill No. 3

Mutare, 12 March 2026 – ZANU-PF leaders in Manicaland have begun mobilising party structures to support the proposed Constitutional Amendment Bill No. 3, which some party members say could help create a stable political environment needed to achieve Zimbabwe’s Vision 2030 development agenda.

The proposed amendment has generated national debate as it seeks, among other provisions, to extend the presidential term to seven years and adjust the country’s electoral cycle.

Speaking during a funeral gathering in Mutare Central Ward 2 on yesterday, ZANU-PF Central Committee member Dr Esau Mupfumi urged party supporters to participate in the upcoming parliamentary public consultations on the bill.

“As comrades, we must come out in large numbers during the public hearings and consultations to support Constitutional Amendment Bill Number 3,” said Mupfumi.
“Constituency meetings will be organised across Mutare District to help educate the public about the contents of the proposed amendment.”

Mupfumi said supporters of the proposal believe the changes could contribute to policy continuity and help the country focus on long-term development goals.

Meanwhile, ZANU-PF Manicaland Provincial Chairman Cde Tawanda Mukodza said the party would continue engaging its members and communities to explain the proposed changes and encourage participation in the consultation process.

“The proposed Constitutional Amendment Bill Number 3 seeks to introduce a seven-year electoral cycle. Those supporting the proposal believe it may reduce the intensity of election-driven politics and allow more focus on development programmes,” Mukodza said.

“As a party, we will continue holding engagements with our members and communities so that people fully understand the provisions of the bill and can make informed contributions during the public consultations.”

Public hearings on the proposed constitutional amendment are expected to be conducted across the country by Parliament, giving citizens and stakeholders an opportunity to express their views on the proposed changes.
